Cohesion Policy and Roma: Recommendations for the future
1 February 2011European Union Structural Funds can make a key contribution to addressing socio-economic exclusion of Roma in EU Member States. The fifth cohesion report, released in November 2010, suggests, however, that overall the use of these opportunities is limited, even in countries were exclusion and discrimination of Roma are among the most pressing social issues.
As part of the public consultation on the future of Cohesion Policy, ERGO Network and the Policy Center for Roma and Minorities, submitted a joint consultation paper to the European Commission, with five main recommendations:
1. Roma Inclusion as explicit priority in Strategic Framework, Investment Partnerships and Operational Programmes.
2. Full coherence between Cohesion Policy and the EU Framework for National Roma Integration Strategies.
3. A separate Operational Programme for disadvantaged and marginalised groups.
4. Greater involvement of Local Administrations.
5. Sustained support for civil participation and Civil Society involvement.
